Nope, tried leaving the VPN off and I still get the same results. Schedule updates whenever SageTV is restarted, whether or not the whole PC is restarted. I'm wondering if there's a way to restart SageTV when it's idle without user intervention.

I'm starting to wonder if this is an artifact caused by going from 4 OTA tuners to 2. I was able to run 2 HAUPPAUGE WinTV-DualHD tuners or one quad for a while. I'm no longer able to do that and SageTV logs the lack of 2 tuners now.

The Jetty Web server and Sage TV Web server allow this. You can export favorites as XML, then reimport them into a blank Wiz.bin.

Somewhere, from quite a while ago, there are instructions on the forum on how to do this. Try this link. I think it is the one I used at the time.

This sounds good. So I probably need to punch the hardware config in again, but that's not real difficult.

Step six of the instructions (see post #3 from @nyplayer) says to check this. If it works correctly, you will not need to worry about that. I think that may be because the hardware config is stored in Sage.Properties, not the Wiz.bin.

Getting there. Webserver isn't happy, the rest of the web stuff works. I think the orange XML button I need is in Webserver. I get this from clicking the nielm_sagewebserver button on Web Applications.

It is a Plugin you have to remove the Plugin In sageTV. You can do that from any Client.

The new Jetty made a mess. The way to fix it is to uninstall all of the web stuff including Jetty, then shut down SageTV. Then navigate to the nielm_sagewebserver directory under Jetty and delete that. After that is gone,you can install the webUI plugin.
